Chapter Leaders

President: Otto Monroy, CFRE

As a non-profit executive and fundraiser, Otto has dedicated the majority of his career to work centered on empowering children living in poverty. Currently, he serves as the Chief Operating Officer at Logos Academy, a private Middle States accredited school in York PA, which offers substantial scholarships to provide educational opportunities to low income students. He also is on the leadership team launching LogoWorks a social enterprise venture associated with Logos Academy focused on economic empowerment. Previously, he served as Vice President at Forgotten Voices International an organization which provides support to orphaned children. Otto earned an BA in Music and Masters of Business Administration from Messiah University. He also is a Certified Fundraising Executive (CFRE) and AFP master trainer.   

Otto has a lifelong love for music as a guitarist, conductor and singer, loves to play and watch soccer, is involved in entrepreneurial ventures and real estate whenever possible and has a passion for environmental conservation and racial justice. He lives in Dillsburg PA with his wife Erin and four children Orianna, Xavi, Olivia and Andi plus an ever changing mix of animal friends.  

Vice President of Education, Katie Zimmerman

 As Foundation Partnerships and Grants Manager, Katie Zimmerman oversees the grant program at Central Pennsylvania Food Bank.  Previously she worked as Manager of Strategic Partnerships and Donor Relations for Girl Scouts in the Heart of Pennsylvania.  Katie has served as the Young Professionals Chair of the Association of Fundraising Professionals Central Pennsylvania Chapter since 2018 and graduated from Leadership Harrisburg Area’s Community Leadership Series program in 2019.  Katie holds a bachelor’s degree in History from Messiah University and a master’s degree in History and Professional Certificate in Arts Management from University of Massachusetts Amherst.

Vice President of Marketing: Tammy McCrae, CFRE

Tammy McCrae, CFRE, is a Grants and Development Officer at Diakon Child, Family & Community Ministries where she has been a fundraiser for six years. Tammy graduated from Penn State University in 1997 and traveled to Roswell, New Mexico, to accept a job as a reporter for the Roswell Daily Record just in time for the famed 50^th Anniversary Celebration of the UFO crash landing in the middle of the desert. She worked as a reporter and page editor for three years before she left the paper to accept a position as a grant coordinator for county government. Tammy helped to create the community development position at the county but when 911 happened, she felt a need to move closer to her native Pennsylvania home. She spent three years as a grant coordinator for the Pennsylvania Homecare Association and then moved on to work for the West Shore Chamber of Commerce where she specialized in events and sponsorships. Tammy is married to Mark and together they have a son, Zachary, and a couple of spunky cats.

Vice President of Membership: Dawn Smith

Dawn Smith relishes public service and joined the Adams County Library System (ACLS) five years ago to start a development program when she and her husband relocated to Gettysburg from Colorado. Prior to becoming the Development Officer for the ACLS, she was the President & CEO of two Chambers of Commerce. Dawn also served on the development team for the National Multiple Sclerosis Society Colorado Chapter, was the office manager for a law firm in Milwaukee, was the newsroom coordinator for KPBS, the NPR affiliate in San Diego, and just prior to that made movies for ten years (including Austin Powers The Spy Who Shagged Me, Wag the Dog, and Enemy of the State) and enjoyed living in Los Angeles.  She loves learning and wants to help serve and support colleagues through the AFP Central Pennsylvania Board and to give back to an organization that offers lifelong learning, networking opportunities, career development and in-depth resources for fundraising professionals.  Dawn is married to Reverend Dr. Aaron Smith, pastor of Trinity Lutheran Church in Chambersburg, PA. Dawn loves taking photos and was just accepted to be a contributor to iStock. Her photos on Google Maps have 13,669,794 views (and counting).

Treasurer: Eric Chase

Eric M. Chase is the Executive Director / CEO of the Children's Aid Society a Non-profit organization serving children and their families in York, Adams, and Franklin counties. Eric has experience in the non-profit sector in fundraising and at the C level for over 30 years professionally.

 Eric holds an Associate of Art Degree (A.A.) in Communications & Business Administration from Keystone Junior College, A Bachelor of Art Degree (B.A.) in Psychology from Wilkes College, a Master of Science Degree (M.S.) in Counseling Education from Western Maryland College, and is in his final year in the Master of Divinity Degree (M.Div.) program at Lancaster Theological Seminary and is a candidate for ordination as a minister of the word and sacrament in the Presbyterian Church USA (PCUSA).

Eric’s interests include hiking, backpacking, gardening, family activities and being activewith the community. Our family is active at  First Presbyterian Church of York. I am a Rotarian and past Rotary President and Kiwanian board member. I humbled to serve as treasurer of the Board for the Central PA Chapter of AFP and the Southern York County Business Association,  I am an active Board member with Adams County Collaborating for Youth, an active board member of the Cornerstone Youth Home and a graduate of the Leadership York Non-profit Leadership Academy.

The rest of the Chase family consist of Eric, his wife Ellen, our two sons Andrew 27, Luke 23, his mother-in-law Dorothy Stipp, and Hans (our 2-year-old wired hair dachshund). We live in Dallastown, PA. Ellen and Eric recently celebrated 30 years on May 26th Ellen and Eric are both from Northeastern Pennsylvania and began dating in High School at Scranton Central.

Secretary: Heather Maneval

For more than a decade Heather has worked in member relations and revenue generating positions in the nonprofit sector with professional experiences in the local, state, and national arenas. She holds a M.A. from McGill University and B.A. from Temple University where her academic studies focused on donor patronage in art. Heather's career in fundraising began as a development intern with Please Touch Museum. In the years that followed she built up her resume as an executive assistant before beginning as the Assistant Annual Fund Director for the Shippensburg University Foundation. Heather joined YWCA York in 2016 where she served as the Chief Development Officer and the staff liaison to the Junior Board. In 2019, she happily resettled back home in the museum sector by accepting the position of VP of Advancement at the York County History Center. Heather serves on the York Central Market Board, Leave a Legacy Steering Committee, Confronting Racism Coalition of York County, the YWCA York Racial Justice Committee.

Past President: Molly Helmstetter, CFRE

Molly Helmstetter, CFRE has been a fundraiser in the nonprofit world for twenty-five years, spending the last twelve years as Director of Development at New Hope Ministries based in Dillsburg, PA, where she oversees and conducts fundraising activities, campaigns, and appeals, while investigating and implementing new ways to engage the community New Hope serves through creative and engaging marketing activities.

Molly is a Certified Fund Raising Executive (CFRE) and wrapping-up her second and final year as board president of the Central Pennsylvania Chapter of the Association of Fundraising Professionals (AFP). Molly has been a member of the Chapter since 2008 and has actively volunteered on the Chapter board since 2014. She believes in giving back to the profession by mentoring, teaching, serving, and volunteering in the nonprofit community.  She is currently a Big Sister to Rachel in the Big Brothers Big Sisters program in York and Adams Counties.
